Job Description:                   Youth Employment Specialist (YES)  

Basic Function

The YES will provide a progression of work-based experiences for transition preparation for youth in high school. These experiences could include combinations of the following: career exploration; training in job seeking, interviewing, resume writing and other skills; job shadowing; volunteer work; internships; apprenticeships; paid employment; and exploration of post-secondary education and/or training options. The initial goal is that each youth will have paid work in their own community while still attending high school (including during summer breaks) and/or after exit from high school either due to graduation or leaving school prior to graduation. The ultimate goal is satisfying, competitive, long-term employment.

 

Duties and Responsibilities:

 Work with Students: 

-      Interviews and evaluates  youth to assess vocational skills and interests, with input from the school and/or VR transition counselor.

-      Based on the assessment, creates a multi-year plan that includes a variety of work-based experiences, possible post-high school education and /or training and eventual employment. The multi-year plan leads to establishing long-term employment.

-      Implementing the plan may include: assisting in the development of a resume, job seeking skills and interviewing skills; arranging a job shadow, volunteer work, internship; arranging for interviews or furnishing with job leads; coordinating placement support such as trainers, interpreters and readers as appropriate; identifying the need for assistive technology and other accommodations; arranging visits and meetings with post-secondary education and training options including the Vermont Student Assistance Corporation; troubleshooting solutions to potential barriers such as transportation, school schedules, etc.; maintaining regular contact with the youth while they are at their placement, and helping to resolve conflicts or provide additional training if it becomes necessary.

  1.  Work with Employers

-      Serves as a liaison with area employers and develops and maintains contacts with community businesses in order to establish relationships

-      learn area hiring practices, job requirements, local business trends, special employment problems and communicate these back to the school and youth.

-      Develop work-based opportunities. In addition, the YES provides one contact point for and immediate follow up with employers to resolve any conflicts that may arise.

-      Use of Salesforce to track all employer contacts and opportunities.

  1.  Work with VT Transition Counselor and/or Schools:

-      Attends regular team meetings with the VR transition counselor and benefits counselor to plan, evaluate and coordinate programs, services and activities, discuss individual cases.

-      Document work in case notes

-      Use of CWS client database to track activities/placements of youth

-      Regular review of youth out of school or attending post secondary education

-      Coordination of employment focused workshops/job clubs

-      Seek targeted summer employment opportunities

-      Other duties as assigned 

Note:  daily work is coordinated through the VR Transition Counselor (or local school contact as applicable)

Supervision received from VABIR District Manager.

Knowledge and skills required

Job Description:                   Employment Training Specialist

 

Basic Function

Support VR consumers in achieving self sufficiency by providing employment related support, through progressive employment.

Duties & Responsibilities

Provide direct employment assistance to job seeker including:

-       facilitate, and provide skill instruction to groups of adults including a weekly Job Club

-       Assist in developing resumes, job seeking skills, interviewing skills, job search skills, and the use of job leads. 

-       Referrals for community services

-       Schedule individual appointments with customers to assist them with any issue or barrier to work

-       Job development, and placement supports with accommodations such as trainers, interpreters, readers, assistive technology or natural supports as appropriate while identifying, and assisting in developing job opportunities for people. 

-       Identify work site trainings or situational site assessments of job skills, perform job analyses or transferable skill analyses as appropriate. 

-       Follow-up job placements to assist the customer and employer in resolving problems they encounter or with post-employment supports 

-       Documentation of all work performed.

Job Description:       Employment Training Specialist  – Reach Up

Basic Function: Support TANF consumers (either in VR/RU caseload or ESD caseload) in achieving self sufficiency by providing employment related support.
Duties & Responsibilities

All tasks should be employment related, supporting the employment plan/Family Development Plan, and be specific in nature.  Duties include:

  • Provide job leads and job development activities; participate as member of employment consultant team in local offices/regions.
  • Provide follow up services to RU consumers once they are on the job, to include site visits, job support, teaching job site etiquette and social skills, trouble shooting, and maintaining a relationship with the employer.  Information is fed back to counselor. 
  • Perform job analysis to ascertain skill needs.
  • With VABIR representative, develop and support unpaid worksite placements for consumers based on counselor direction around interests, aptitudes and abilities of consumer.
  • Prepare and complete all worksite packets, i.e., worksite agreement, participant agreement, attendance reports, participant evaluations.  Gather all attendance reports and evaluations on at least a bi-weekly basis.  Develop system to get attendance reports to counselor on weekly or bi-weekly basis for data entry into ACCESS system. 
  • Assist in job placement and development, such as working with VABIR representatives to negotiate employment and volunteer slots and following up with employers and job seekers to establish successful match.
  • Act as job coach within place/train/fade model.  Learn employer expectations, ensure consumer understanding; learn all related tasks of job, learn steps to satisfactory completion, teach consumer, practice with consumer and ensure retention of learning.  Check in with employer or supervisor to ensure satisfaction with level of performance prior to full fade. Establish system of check-in with consumer and employer to ensure success.
  • Assist participants with resume writing, filling out job applications, and interviewing.
  • Serve as liaison with worksite coordinator/supervisor and consumer to problem-solve, provide constructive feedback, positive reinforcement, etc.   
  •  Provide assistance with transportation and childcare arrangements and establishing back-              up plans with participants.  If needed, visit child care establishments with consumer. 
  •      Assist with housing issues, such as housing search, referral to housing assistance  programs, etc. 
  •      Assist in handling emergencies as directed by or with input from counselor.
  •      Serve as communication link between counselor, employers, and participants.
  •      Provide assistance with VR and DOL computer software for work search, labor market information, interest inventories, career exploration, etc.
  •     With guidance from counselor, run employment-related groups.
  •     Assist with developing budgeting and spending plans in regard to financial management.
  •     Work as a team with the participant and the VR counselor to determine other work-related specific support the ETS might provide.

Job Description:                   Business Account Manager

Duties and Responsibilities:

Account Management

Working in collaboration with CWS Employment Team members, the VABIR Business Account Manager will facilitate the tracking and maintenance of account activity to ensure regular and sustained relationship building with CWS business customers.  The Business Account Manager will work to resolve all issues related to employer concerns, and will provide regular feedback to the CWS Employment Team on what employers are sharing regarding their expectations, preferences and needs.  The CWS Business Account Manager will also provide and/or coordinate any training requested by businesses.  The SharePoint business contact list will be the primary tool for tracking account activity.

Business Development

The CWS Business Account Manager will conduct face-to-face meetings with local and regional employers to develop relationships that will lead to employment opportunities for CWS candidates.  The CWS Business Account Manager will work with employers to identify staffing patterns, skill requirements, support needs, training preferences and other profiles necessary to develop a solutions-based approach to meeting their needs.  The Business Account Manager will be responsible for facilitating ongoing relationships between area businesses and members of the CWS Employment Team.  Developing relationships with key business groups including Chambers of Commerce, SHRM chapters, business roundtables, Rotary groups and other organizations will be a priority for the CWS Business Account Manager.  The primary responsibility of the CWS Business Account Manager will be to facilitate equal access to, and consistent collaboration with, local employers for all Employment Team partners.

In addition to broad marketing activities in the community, the CWS Business Account Manager will also be responsible for exploring and developing opportunities in certain sectors based on feedback from Employment Team partners.  For instance, if members of the Employment Team have a number of candidates interested in a particular career area, the CWS Business Account Manager will be responsible for developing relationships with appropriate employers in that sector and providing information to the Employment Team regarding opportunities and how to introduce candidates through members of the team.

Exisiting Business Relationships

Where relationships with businesses have already been developed, the CWS Business Account Manager will facilitate discussions within the team to identify the best ways to build on those relationships.  In many cases, longstanding relationships with one or more Employment Team partners will determine who would be the likely point of contact for a particular business, how best to introduce other members to that business, and how to market the services and supports available through Creative Workforce Solutions.

Invest EAP

A critical component of business development will be close collaboration with local Invest EAP staff to ensure a coordinated business development strategy that effectively leverages existing and potential business relationships and contacts.  Regular meetings with relevant EAP staff will be required, with participation in scheduled regional and statewide meetings of EAP and CWS placement staff a mandatory activity.

CWS Employment Teams

The CWS Business Account Manager will maintain and coordinate local CWS Employment Teams.  In areas where there are existing Employment Coalitions, the  CWS Business Account Manager will develop strategies to incorporate the CWS Employment Team into the activities of the existing Employment Coalitions. The existing Coalitions are comprised of representatives from the various workforce development agencies and programs, with the goal of streamlining employer services and supports in order to increase employment opportunities for Vermonters.

As mandatory partners in the CWS Employment Teams, AHS-funded employment staff will participate in all outreach and marketing activities as members of the Team. Working with members of the Employment Team, the CWS Business Account Manager will support the scheduling and facilitation of meetings, develop agendas, recruit new members and help to establish protocols and agreed upon practices.  Working with both the local CWS Employment Team and the existing Employment Coalitions, the CWS Business Account Manager will help develop marketing materials, outreach strategies and local initiatives such as job fairs, Disability Mentoring Day programs, employer recognition events and other Coalition-sponsored activities.

Business Advisory Councils

Where appropriate, the CWS Business Account Manager will establish and maintain local Business Advisory Councils.  BACs are designed to engage the business community by soliciting input on current hiring trends, assistance with resumes and mock interviews, planning for business events and generally advising CWS on how best to work with the businesses in the area.  The Business Account Manager will be responsible for developing calendars and agendas, conducting member recruitment and facilitating regularly scheduled meetings.

Local Marketing and Outreach

The CWS Business Account Manager works with their respective CWS Employment Team to develop coordinated marketing plans in consultation with the VR Employment Services Manager.  Local marketing plans will be aligned with the overall CWS marketing strategy.  The CWS Business Account Manager, working in collaboration with the Employment Team, will identify media outlets and negotiate media placement.  Working with contracted marketing firm(s), Employment Teams will develop materials for local dissemination that are consistent and effective. The CWS Business Account Manager will be responsible for maintaining and/or overseeing the maintenance of systems to track these efforts within the SharePoint environment.  Regular reports on such activities will also be a required duty.

Salesforce Management

The CWS Business Account Manager will be responsible for establishing and maintaining the local office Salesforce sites in his or her region.  Utilizing standardized templates, the Business Account Manager will facilitate the tracking of employer contacts and information, work with the Employment Team to establish contact frequency protocols and develop locally individualized web links, documents and task scheduling within the Salesforce environment.  

Qualifications:

Bachelors degree in an appropriate field, plus two to three years of relevant experience, or a combination of education and experience from which comparable knowledge and skills are acquired.
